Uruguay
URSEA is Urugraus’s low-voltage electrical and electronic product certification system.
Since Uruguay applies safety requirements to low-voltage electrical and electronic products as a legal compulsory regulation, when wanting to export low-voltage electrical and electronic products, product certification must be obtained in accordance with the Uruguay Technical Code UNIT. The manufacturer or importer must request an approval from URSEA, in relation to product sales.
For application, a copy of the CoC issued by a testing agency accredited by URSEA, technical documents (document forman can be downloaded from USREA website), etc. are required. URSEA reviews the documents submitted by the applicant to confirm that they comply with the Uruguay Low Voltage Safety Requirements (RSPEBT; Reglamento de Seguridad de Productos Eléctrico de Baja Tensión) and, if is appropriate, a sales license will be issued. There is no separate fee for URSEA application.

URSEA is Uruguay's energy Efficiency scheme. The energy efficiency scheme is regulated by Uruguay’s ministry of industry, Energy and Mines (MIEM) and URSEA (Regulatory Services Unit of Energy and Water).
Refrigerators, water heaters, and fluorescent lamps (CFL) products exported to Uruguay are regulated in accordance with the Uruguay Technical Code UNIT, and energy efficiency labels must be attached before they can be exported or sold. Each product is compulsorily tested to their following product standards: Refrigerator - UNIT 1138, Water Heater - UNIT 1157, and Fluorescent Lamp (CFL) - UNIT 1160. Before export, products need to be tested in accordance with applicable product standards through the accreditation body OUA’s accredited certification body OCP, and if appropriate, label design must be approved. After label approval, the manufacturer/importer will obtain permission to use the label from URSEA and will be registered on the agency's website.
According to their energy efficiency class, registered products are identified by the letter A (most energy efficient products), F or G (least efficient products) in the upper right corner of the label. Product manufacturers/importers must comply with labeling requirements and must put on the given energy efficiency labels on their products. When applying for a product to a certification authority, business information (trade name, address, contact information, e-mail, etc.), product specifications, brand name, model name, etc. are required. As a post-management measure, the certification body randomly collects products on the market to check labels and conduct tests.

URSEC is Uruguay’s wired and wireless telecommunication certification system. Uruguay applies a compulsory type approval system. Uruguay applies a compulsory type approval system for wired and wireless communication devices. The wireless communication devices are regulated by URSEC (Uruguayan telecommunication service regulatory body) and the wired communication devices are regulated by ANTEL (Uruguayan telecommunications management body), for both wired and wireless communication devices are applied with a compulsory type approval system. In order for the approval process to be completed, application, technical document and reports to the relevant regulatory body need to be handed in then carefully reviewed. A separate local test is not required and reports in accordance with international standards issued by overseas accredited organizations such as FCC are recognized. There is no specific marking required, however FCC or CE marking is recommended.
