Superintendencia de Telecomunicaciones (SUTEL)

SUTEL is Costa Rica's telecommunications superintendency. Depending on the device, Costa Rica's equipment approval (Homologación de equipos) procedure is divided into two types; Devices which are connected to the mobile telephone network and the devices using regional frequencies. When exporting these devices, device approval is compulsorily required. As Costa Rica’s Telecommunications Authority, SUTEL will review the documents then certify the device approval. After the device approval, it is labeled in the format SUBTEL XXXXX-2013.

Mobile devices such as mobile phones, data phones and tablets for SIM models are carried out in accordance with the law RCS-332-2013. Subjected devices must undergo sample testing at a testing laboratory accredited by SUBTEL. For devices that use the corresponding frequency (Bluetooth, Wi-Fi-, etc.), the approval process is carried out in accordance with RCS-431-2010. For this case, there is no need for separate approval fee nor sample test requirements. During the frequency use device approval process, a signed application must be submitted, and information such as e-mail address/fax number, mark/model name, copy of passport or ID card, FCC, ETSI (CE) certificate, etc. must also be submitted.
