Ministerio de Transportes y Comunicaciones (MTC)
MTC is Peru's wired and wireless communication certification system. Before any items can be sold, all communication devices imported into Peru must be approved by MTC. The Peruvian communication equipment approval authority is MTC, and since Peru doesn’t have its own test laboratory, a report from an accredited test laboratory issued according to international standards is required.
If a local Peruvian representative submits the FCC/IC certificate (certification number), user manual (written in Spanish), technical document and application to MTC, the certificate will be issued after reviewing the documents within 5 days.
In order to import products, the importer must apply for import custom clearance at the Peruvian customs office (VUCE, Ventanilla Única de Comercio Exterior), then Custom clearance is possible by submitting the certificate to VUCE; the certificate is issued by applying for a certification alongside paying a fee to MTC. There is no factory inspection.
Target items are divided into 4 categories. (DGSCS-1/2/3/4)
1. DGSCS-1
- Communication devices and peripheral devices accessed for public purposes
- Example: Fax, fixed subscriber modem, all equipment connected to PSTN (Public Telecommunications Network)
2. DGSCS-2
- Communication devices and peripheral devices that are connected for individual use. The frequency is not fixed, and the device uses an output of 10 mW or more at all times.
- Examples: antennas used for transmitting domestic and imported construction, cellular (mobile terminals), equipment operating in unlicensed bands for use in private networks. Private network transceivers, fixed wireless phones, wireless modems, etc.
3. DGSCS-3
- Public broadcasting services using spectrum
- Example: National Construction Broadcasting Transmitter, Drivers Amplifier and National Construction Broadcasting, base station public service broadcaster for mobile service, etc.
4. DGSCS-4
- Central private server data transmission communication device connected to the public network, etc.
- PBX (Private Branch Exchange), IP gateway server, or a computer used as a telephone
