QUACERT is Vietnam’s Electrical Safety Certification.
Regulated products manufactured in Vietnam are required with compulsory certification and a quality mark from QUACERT: Vietnam Certification Center. Imported products are regulated by the Import and Export Product Administration and only DoC or Certification from a third party certification body are accepted. Compliance with TCVN and/or IEC standards is required, and EMC compliance is required for certain products.
Certification Process:
1) Sample Preparation
- Factory - Local Company - Lab
- Factory - Lab (PCN Clears Customs)
2) Sample Testing (CB Sample physical checking)
- Lab preparing
- Review Testing report
- Make plan
3) Submit Test report and Document to CB

1) Equipments requiring safety mark
Instant water heaters, hot water reservoirs, appliances for skin and hair care, electric kettles, rice cookers, electric fans, irons, microwave ovens, electric grills, toasters, portable cookware, PVC insulated wires and cables with a rated voltage of 450/750V or less , portable immersion heater, electric pot, electric hand dryer
2) Equipments requiring EMC compliance
Electric air conditioners, electric refrigerators and freezers, electric vacuum cleaners, electric washing machines, built-in ballast fluorescent lamps, hair dryers, instantaneous water heaters, microwave ovens, motorized portable electric drills, wireless broadband data transmission equipment
After July 1, 2020: Electronic Cooking Equipment
After July 1, 2021: blenders, fruit juicers, meat grinders, egg whisks.

ICT is Vietnam’s Telecommunication Type approval. According to Circular 04/2018/TT-BTTTT from Ministry of Information and Communication (MIC) Vietnam, Wireless communication and information devices must attach the conformity ICT mark. Depending on the product, a Type Approval Certificate or DoC is required, and testing for Type Approval must be performed by a MIC-approved and registered laboratory. A local representative is required.

Lithium batteries (for laptops, mobile phones, tablets), optical transmission devices, PABX switchboards, personal computers, servers, Laptop and portable computers, PDAs, routers, hubs, switches, gateways, bridges, firewalls, set-top boxes DVB-T2; Televisions with integrated digital terrestrial television DVB-T2 (iDTV) reception, set-top boxes in digital cable TV networks, set-top boxes in satellite TV networks, shipborne watchkeeping receivers for reception of Digital Selective Calling operating on MF; MF/HF and VHF bands of maritime mobile services (effective from 1 April 2018), terminal equipment connected to public telecommunication networks using exclusive leasing channels, terminal equipment connected to public telecommunication networks via a two-wire analog interface
3) Range of products requiring standard or type approval using DoC
Bridges, cabling boxes, personal computers, firewalls, gateways, hubs, laptops, PDAs, portable computers, routers, servers, switches

Vietnam National Energy Efficiency Program (VNEEP)
VNEEP is Vietnam’s Energy Efficiency Certificate. On March 9, 2017, the Vietnamese Prime Minister issued Decision No. Announced 04/2017/QD-TTg which announced the list of equipment subjected to labeling the energy label and regulation of minimum energy performance in each region. Approved products must be properly labeled with the Vietnam Energy Star logo.
Target Products:
1) Energy Efficiency:
-Group 1: Straight tube fluorescent lamps, compact fluorescent lamps, electronic ballasts, freezers, air conditioners, refrigerators, household washing machines, electric cookers, electric fans, TV, LED Lights, hot water heaters
-Group 2: Copy machines, computer monitors, printers, commercial refrigerated cabinets, laptops, office equipment, etc.
-Group 3: Distribution transformers, electric motors, etc.
-Group 4: Transportation vehicles, such motorcycles, mopeds and cars with a capacity of 9 or less passengers
