TISI - Mandatory
Thai Industrial Standards Institute (TISI)

TISI is a standard specification system operated for industrial products. Beside its general purpose of consumer protection, its main purpose is to improve the quality competitiveness of Thai products. According to the certification system of Thai industrial standards, products which are manufactured or imported to Thailand that fall under compulsory standards must be certified and attach the Mandatory Standard mark.

In order to obtain the certification, it first needs to prove that the product conforms to the standard through testing and inspections would thoroughly take place whether the manufacturer maintains an appropriate quality management system according to their standards. For this, before a certification is issued, an initial factory inspection must be conducted; even after the certification issuance, it must be maintained through follow-up management.

In order to obtain certification, first of all, it is necessary to prove that the product conforms to the standard through testing, and it is necessary to inspect whether the manufacturer maintains an appropriate quality management system to ensure that the product conforms to the standard. To this end, an initial factory inspection must be conducted before the certificate is issued, and the certificate must be maintained through follow-up management after issuance.

The diagram above shows TISI’s compulsory certification mark. Domestic and foreign manufacturers which manufacture products which belong in TISI compulsory certification list must apply and receive TISI approval before labeling the products for custom clearance and sales. If items which fall under the category in TISI Compulsory certification list doesn’t have the TISI mark, custom clearance and distribution are impossible; if products are distributed without the TISI certification and mark, corresponding legal sanctions will be imposed.

TISI - Voluntary
TISI Voluntary is a certification mark which can be applied voluntarily. For the protection of Thai industries, the Ministry of Industry of Thailand doesn’t grant foreign manufacturers the right to apply for this. Since it can only be applied by modestic manufacturers in Thailand, it is not compulsory as a mark. However many distributors are requesting manufacturers to acquire the self-certification mark.
NBTC - Class A
National Broadcasting and Telecommunications Commission (NBTC)

NBTC is Thailand’s Wireless and Telecom certification. Telecommunications equipment imported and sold to Thailand requires test report reviews and approval of certification from the National Broadcasting and Telecommunications Commission.

Depending on the type of conformity assessment procedure, equipment is classified into three types:
1) Class A
2) Class B
3) SDoC

The diagram above shows a labeling for Class A equipment; it requires testing by the NBTC Office, NBTC certification and labeling.

Target Product:

Worldwide Satellite Mobile Phone (GMPCS)/Microwave links
NBTC - Class B
The diagram shows a labeling for Class B equipment; Class B equipment undergoes the same procedures as Class A equipment, but NBTC accepts test reports based on international test standards (FCC, ETSI/EN) issued by accredited testing laboratories. Grade A and B products must attach the NBTC mark. Local suppliers could apply for a permit for electronic labeling or printed self-labeling from NBTC. In addition, if the product is above regulation, EMC compliance is required. International testing standards include FCC, ETSI/EN standards.

Approval Process:
1) submission of application
2) Certification of conformity based on recognition of test report
3) NBTC approval
4) Appropriate labeling of products

Target Product:
High Power RFID / Vehicle Radar, Sea/Air/Land Mobile VHF/UHF
NBTC - SDoC
The final grade SDoC equipment requires submission of DoC, test report and required documentation to NBTC, Labeling is unnecessary.

Target Product:
Telecommunication terminal equipment, WLAN / radio control, low power / short range wireless device
EGAT
EGAT is Thailand’s Energy certification. Minimum Energy Performance Standards (MEPS) are required for certain products.

Due to the Energy Efficient Refrigerator Program, refrigerators and freezers are mandatory to be labeled. Energy Label No.5 is recognized among consumers as an indicator of the energy efficiency of various products such as refrigerators, air conditioners, compact fluorescent lamps, ballasts, electric fans, rice cookers and electric lights. For labeling, manufacturers must test their products. It is encouraged for other products to be voluntarily labeled under EGAT's Demand Side Management Program.

- Submit hard copy (All product except the Air conditioner, Electric Fan and Water heater)
3) Review Document
4) Request Label
5) Printing Label
6) Delivery to Client
