All communication, industrial and medical devices to be sold in Hong Kong must meet the minimum requirement from Hong Kong communication Equipment Evaluation and Certification scheme relating to specification for public network connectivity, anti-interference and electrical safety.

HKTEC is divided by two types of certification system, VCS (voluntary certification system) and CCS (compulsory certification system). Products which are classified as VCS, certification is voluntary however the products must be compliant. Products which are classified as CCS need CB certification.
MEELS
MEELS (Mandatory Energy Efficiency Labeling Scheme) is Hong Kong's Labeling regulation introduced by the Product Energy Signage Regulations (Article 598) from May 2008. In order for manufacturers or importers to supply products to Hong Kong, they must attach the Energy Label.

The energy label categorizes a product's energy performance into five grades, with Grade 1 being the most efficient and Grade 5 products being the least efficient. MEELS is currently regulating five types of products - air conditioning appliances, compact fluorescent lamps (CFLs), washing machines and dehumidifiers.

Also, apart from MEELS, the Voluntary Energy Efficiency Labeling Scheme (VEELS) has been introduced to expand the scope of regulation to include 21 types of household appliances from office equipment to gasoline vehicles.
